      Organization Description

      In 1996, the voters of Oakland established the Oakland Fund for Children
      & Youth (OFCY), demonstrating a long-term commitment to support the
      development of a network of integrated services for children and youth
      in Oakland. OFCY is currently administered through a unique
      public/private partnership of the East Bay Community Foundation (EBCF)
      and the City of Oakland (City Manager's Office). OFCY represents 2.5% of
      the City of Oakland's annual unrestricted general fund expenditures and
      currently stands at approximately $7 million. Programs funded by OFCY
      must provide direct services to children and youth. OFCY staffs a
      19-member Planning and Oversight Committee (POC) of youth and adults
      appointed by the Oakland City Council and Mayor that develops funding
      policies and recommendations. Website: www.ofcy.org

      Job Description

      The Director of the OFCY will report to the Chief Operating Officer of
      the East Bay Community Foundation. Responsibilities:

      · Provide overall vision and management oversight and supervise project

      · Develop funding policies to guide disbursements.

      · Revise Request for Proposals and manage annual proposal review

      · Manage consulting contracts with independent evaluation consultant and

      · Manage the administrative budget.

      · Work with the EBCF President and Chief Operating Officer to leverage
      additional funds.

      · Staff Planning & Oversight Committee (POC) meetings.

      · Maintain communication and coordination with all stakeholders
      including EBCF staff, City staff, the POC, City Councilmembers, and


      · Master's degree preferred, plus 5 years experience with public,
      nonprofit or grant-making agencies.

      · Strong knowledge of youth development policy & practice and social
      services provision to children.

      · Demonstrated experience in contract/grant processes in government or
      foundation environment.

      · Demonstrated organizational and project management skills including
      management of staff.

      · Excellent group facilitation skills; experience working in situations
      involving collaboration among multiple stakeholders (including youth)
      representing diverse interests and points of view.

      · Understanding of evaluation concepts and practices.

      · Knowledge of purpose, process and ethical context of philanthropic

      · Outstanding written and verbal communication skills.

      · Passion for community service
