eBay/Perl is a Software Development Kit (SDK) for eBay.com's SOAP API.

What is eBay.com' SOAP API?

It is an interface that eBay.com developed that allows us - programmers of various programming languages write applications to connect to eBay. This lets us write applications that search eBay listings, post listings to eBay, manage listing and etc. This opens the doors of possibilities for eBay community.

What can be done with eBay/Perl?

Almost everything that can be done through eBay's Selling Manager can be accomplished programmatically through eBay/Perl from with a Perl application.

For example, to retrieve a listing of items that match "Vendor of Dreams G. Harvey" you can do:

my $ebay = eBay::API->new();
my $response = $ebay->GetSearchResults({Query => 'Vendor of Dreams'});

Above $response holds an instance of [eBay::API::GetSearchResultsResponseType][ref1]object.

For example, my eBay listings are controled by a program that uses eBay/Perl. It checks my current eBay listings against my current inventory levels, and decides which listings need to be ended, and which new listings need to be uploaded, and what needs to be relisted, and so on.

Using this automated utility I'm able to manage thousands of listings with ease. All I have to do to manage an accurate listing is to keep my store inventory up-to-date, and by eBay listing will be updated accordingly.

Who is eBay/Perl for?

eBay/Perl is not for an end user who just wants to sell on eBay. It's a software development kit (SDK) meant to be used by Software Developers.
