      Project Title: Bulgaria – Structural Funds Project (Support for
      preparing good quality strategic documents, promotion of partnership
      and cooperation and assistance for project development capacity
      EuropeAid 121219/D/SV/BG )

      Required Nationality: EU Member States, TACIS and PHARE countries


      Team Leader (300 days in 18 months)

      Qualification and skills: Masters degree in economics, public
      administration or other relevant discipline related to the issues
      covered in the project / Familiarity with strategic planning and
      programme/project development and management / Excellent command in
      English, both spoken and written / Very good organisational,
      coordination and reporting skills / Well developed communication
      skills in terms of interpersonal communications, mediation and
      report writing / Good analytical, appraisal and planning skills,
      Computer literacy

      General professional experience: at least 10 years professional
      experience working on local/regional socio economic development
      project of a similar scale / Sound experience in the field of
      institutional building and development of public institutions,
      namely in the field of regional development

      Specific professional experience: experience in supporting
      preparatory process in the field of economic and social cohesion (
      ESC ), preferably in the new member states; Experience in designing
      SF measures/schemes and/or SF management, preferably in Objective 1
      regions; experience in dealing with senior government officials and
      ability to build consensus at the highest level.

      Competitiveness Expert (150 days in 18 months)

      Qualification and skills: University Degree preferably in business
      administration, management, economics or similar discipline /
      Excellent command of English, both spoken an written / Computer
      literacy / Good analytical, appraisal and planning skills /
      Excellent facilitation, communication, drafting and reporting skills
      (oral and written) / Proven coaching and/or mediation skills
      (through work experience and/or training) / Be able to communicate
      effectively at training sessions, workshops and seminars

      General professional experience: A minimum of 10 years work
      experience in SF programmes (programming / implementation of
      Operational Programmes related to the competitiveness of the economy
      and enterprises) an/or the Phare programme / Experience in
      identifying regional and local needs, screening of project ideas and
      evaluation of their relevance / Solid experience in all stages of
      project cycle management (project identification and feasibility,
      project design, implementation, monitoring & assessment, evaluation);

      Specific professional experience: Good understanding of ESC
      programming, policy and planning especially on competitiveness
      related issues / Experienced in organising and providing training in
      the field of SMEs economic development and EU competitiveness
      policies / Good knowledge of preparatory processes in the field of
      economic and social cohesion (ESC) preferably in new member states

      Coordination Expert (360 days in 18 months)

      Qualification and skills: Master's degree in economics, public
      administration or a discipline related to the issues covered in the
      project / Excellent command of English and Bulgarian, both spoken
      and written / Computer literacy / Proven ability to organize and
      oversee administrative and logistical support structures, and
      possess excellent negotiation and inter-cultural communication
      skills / Excellent facilitation, communication, drafting and
      reporting skills (oral and written)

      General professional experience: Minimum 5 years project management
      experience and/or assistance concerning implementation of project
      activities / Demonstrated experience in managing large complex
      technical assistance projects / Working experience in the field of
      regional/local economic development is an advantage;

      Specific professional experience: Good knowledge and experience in
      EU Pre-accession and Structural Funds procedures, project
      management, administration and coordination, reparation of analysis,
      reports and evaluation of projects and programs implementation /
      Solid experience in all stages of project cycle management (project
      identification and feasibility, project design, implementation,
      monitoring & assessment, evaluation) / Experience in building
      partnership structures and networks, as well as managing stakeholder
      participation processes

      Short description of the project
      The specific objectives of the contract are targeted to develop
      appropriate skills and expertise among key Bulgarian institutions at
      central and regional level involved in Structural Funds
      preparations, as well as to provide assistance for a sufficient
      number of regional stakeholders in preparing needs-oriented
      strategic documents of good quality in line with the partnership
      principle. The Consultant is also expected to assist the
      identification of viable project ideas for further development into
      mature project proposals, thus improving the absorption capacity
      among potential final beneficiaries and recipients of three SF
      Operational Programmes – "Regional Development", "Competitiveness"
      and "Human Resources Development". These efforts will contribute to
      full utilization of future SF assistance upon accession.

      The assignment of the contractor will include tasks for reviewing,
      amending and finalising the existing strategic documents (NUTS II
      regional development plans), organisation and delivery of awareness
      campaign and publicity events and drafting OPs' action plans based
      on needs analysis and including a set of viable and reliable project
      ideas for further development.

      Furthermore, the Consultant will design training programmes and
      implement training events and sessions for developing tangible
      skills and project development capacity at regional and local level,
      through a range of support, tools and methods, incorporating general
      and specific know how transfer to final beneficiaries, intermediate
      bodies, project developers and project promoters.

      The Consultant will also prepare an advisory analysis report to
      guide the involved managing authorities in their further steps to
      implement activities related to elaborating a reservoir of ready-to-
      go project applications for future ERDF and ESF funding in
      compliance with priorities/measures defined in the SF programming
      documents, which will successfully bridge to implementing Phase 2
      (FM 2005) of the multi-annual Phare project..
