      A group of astronomers at an historic US observatory has reached an agreement
      with local state authorities over plans to limit light pollution from a new prison.
      Amateur astronomers' club Stellafane, which has been based in
      Springfield Vermont since the 1920's had complained about plans
      for the new Southern State Correctional Facility, due to be built
      this summer at a site four miles from the club. Stellafane argued that the
      proposed security lighting would have allowed too much light
      to spill upwards, increasing glare in the sky above the club's telescopes. Vermont
      officials have agreed to use 'cut-off' lights that limit the amount of
      escaping light.
