A poorly written essay that somehow makes inference between unrelated technologies to make a conclusion of a new technology.  Somehow the writer equates, without explanation, how a tracking chip placed in the body relates to brain-implanted devices that developed machine-created images and hearing, and bounces back and forth between tracking devices and neuron-related implants.

Do they have rice-grain-sized tracking implants that could be inserted into your neck or back?  Sure -- you could even get one for your pet dog or cat so they can be identified at the pound.  Have experiments been conducted using electrical stimulation of the brain to help with the blind or the deaf? Sure, and they have had minor success.  Do we have rice-grain-sized implants that can be inserted into your neck or back that control sight or hearing? No.
