all governments are unrighteous because all people are unrighteous. the people of God are only but pilgrims in this world just as Abraham sojourned in the physical land of Canaan. we read in Rom. 4:13 "for the promise, that he should be heir of the world, ..." in other words the land of Canaan represented the new heaven and new earth in Gen.17:7-8. we read in 2 Peter3:12-13; "looking for and hasting unto the coming of the day of God, wherein the heavens being on fire shall be dissolved, and the elements shall melt with fervent heat? nevertheless we, according to his promise, look for  new heavens and a new earth, wherein dwelleth righteousness." only in the new universe that God will create after this present earth has been destroyed will there be righteousness. this world will be as it was before the flood when Christ returns. it will be as Sodom when it was destroyed. there is no golden age for this earth. the great commission has nothing to do with making righteous governments. it has to do with teaching the Bible's message of eternal salvation. that is why we baptize in the name of the father, the son, and the holy spirit. james

And we do not do it faithfully if we ignore vast areas of human life.
The governments must be righteous, or they are unrighteous. If we are
content to leave them unrighteous, we are unfaithful to the great
      commission.
