      The New England states are in a heap of trouble for energy both short
      term and long term. There is little to no financial incentive for any
      improvement in the existing situation. The EIA Energy Information
      Administration estimates a 50% increase in natural gas prices above
      last year exceeding $10 per thousand cubic feet. Three years ago
      $3/ccf was considered a high price for natural gas heating fuel.
