Passing the buck is worldwide, it seems. The radio and TV makers blamed the shipping companies, but studies showed poor workmanship and defective parts caused most of the DOA complaints.

      So what else is new?

Interesting to read, and a reminder of my own company;'s efforts to buy an electronics manufacturer with 20,000 employees in Izhevsk in 1989. The package price included dozens of apartment buildings, a hospital, several vacation camps, and a small amusement park, and God knows what else. However, it looked good at first, since monthly payroll was only $500,000.
(do the math!). A company town, indeed.
