I also have had a difficult time trying to keep the command structure straight. For example, Thomas sent reports to Halleck from Headquarters, First Division, District of Ohio. Did they use interchangeably the terms District of Ohio for Army of the Ohio. Grant did the same thing when he became commander of the Department of Mississippi, he also sent out orders titled from Hdqs, District of West Tennessee. After December 1862 when the 13th, 14th, 15th, 16th, and 17th AC were formed, it was a little easier trying to keep track of what is what. I believed they thrived on reorganization and made it deliberately confusing for amateur historians of the future. <g>
