        What CWOL Is<br>"Civil War OnLine" (CWOL) is a
        military, economic, and political simulation of the
        American Civil War with both wargaming and roleplaying
        aspects. <br>The military struggle of CWOL is based on
        historical facts. The game starts in 1861 and lasts until
        the end of 1863, the military fortunes of the
        Confederacy had doomed it to extinction by this point in the
        war. <br>CWOL uses the years of 1861, 1862 and 1863
        for historical background of the majority of the
        game. This decision is driven by the analysis that
        after the triple Union victories at Gettysburg,
        Vicksburg, and Chattanooga, the Confederacy had little hope
        of achieving a military solution. <br>Players are
        challenged to try to alter the outcome, but the challenges
        each country faced in the 1860's are evident and will
        remain if the national team does not address the
        strategic, diplomatic, economic, and political obstacles in
        their path to victory.

          <br>The political arena of CWOL is a more free-form
          sphere, players act as citizens with voting influence and
          economic wealth. Arguments over military strategy, or
          economic spending, or governmental policy, is encouraged
          among the citizenry. But ultimately, the politicians
          will call the shots, since each state and country will
          be required to elect leaders who have authority over
          the military. The roleplaying rules called "Rostrum
          And Bivouac" (RAB) provide the political framework
          for the game. The other aspect of role-playing, the
          diplomatic conflict, is outlined by a set of rules called
          "Treaties & Coercion" (TAC).

            The economic play of CWOL is governed by a
            quasi-automated set of rules called "Capitalists, Patriots, &
            Greed" (CPAG). The economic side of the conflict is
            interwoven into all the modules of CWOL as the rules
            integrate the procurement of weapons, munitions, warships,
            as well as allowing the national teams to improve
            their internal industrial capacity and the pursuit of
            trade and contracts with the foreign powers. CPAG also
            contributes to the role-playing aspect of the game as players
            can pursue riches and its power. <br>Why We Are
            Running CWOL<br>The Internet-based Civil War games of the
            20th Century were never able to successfully combine
            roleplaying with wargaming. Some have wargaming with little
            roleplaying, and, others, roleplayed with no actual war. CWOL
            remedies this problem. CWOL I ran from September 1997 to
            May 1998, CWOL II from September 1998 to March 1999,
            CWOL 3 from September 1999 to December 1999, and CWOL
            4 from September 2000 to February 2001. The rules
            have been revised based on our experiences in these
            games as well as numerous product improvement tests
            during the intervening months. <br>Simply, our goal is
            to bring alive a simulation where you are can be
            both a soldier, sailor, and a civilian within a
            historical framework. <br>CWOL is administered by the
            Distance Simulations Group of the Historical OnLine
            Learning Foundation, a non-profit corporation registered
            in Delaware. The Distance Simulations Group
            developed the software and rules of the game. The game is
            administered by a standing committee, CWOL's Game
            Administration Central Committee, the GACC as it is called. The
            GACC is charged with presenting an orderly, structured
            gaming environment for the player-led national
            governments to pursue their individual strategies (see
            strategic rules and victory conditions). We will administer
            an orderly war plus administer/referee the political
            elections for all participants. <br>In the spirit of the
            Internet, this game will be free, and is based on volunteer
            effort. CWOL has proven to be a constantly evolving
            world, aiming for the most realistic and exciting
            experience for all. Hard work is performed the 210+ days
            that CWOL is not in session to continue the make this
            game the best interactive group simulation on the Net.
            This game represents unchartered territory, we promise
            no flaws but a rich Web-based universe which can and
            will challenge you.. <br>Joining CWOL<br>CWOL is not
            for the casual player! You may receive much e-mail
            from other players, and if fighting in the war, need
            to send military orders a number of times a week.

              Administrators will place you on a side and in a state.
              <br>[NOTICE] Only after you have met the entry criteria of the
              Game Administrator (proof of a mailing address) will
              you be officially added to your state's roster. You
              must communicate with the CWOL Census Administrator
              identified above plus the appointed national leaders of your
              side to discover what those requirements are. The
              necessary email addresses and identities of these
              individuals will be made available to you upon your
              application to join the game. <br>Be prepared to attend a
              basic course of instruction at the CWOL War College as
              part of your indoctrination into the CWOL universe.
              However, requisite training for all players is a matter of
              policy of the leaders of your national team.

                proof of identity. Then you will be allowed to play
                from the free account, and your original address will
                be kept confidential. (This is a necessary safeguard
                to stop a player from assuming multiple

                  New players attend Training Academies. Independent
                  SAS-based Brigadier Schools conducted by each national team
                  to acquaint veteran players with changes to software
                  and rules (coordination responsibility of the
                  national Secretary of War). CWOL War College and Naval War
                  College courses for senior leadership offered.
                  <br>National political parties are formed and platforms
                  developed. <br>August 1, 2001 - CWOL starts Planning &
                  Organization phase for players. National player team Cabinet
                  positions filled and announced. <br>August 7, 2001 - the
                  economic module, Capialists, Patriots, & Greed (CPAG) and
                  the diplomatic module, Treaties and Coercion (TAC),
                  begins play. <br>September 1, 2001 - The Census closes
                  for voting players (still receives new players - just
                  can't vote). <br>Elections for the national Senate
                  begins on September 5, 2001. <br>Election results are
                  announced on September 10, 2001. <br>Congress in session;
                  elect Speaker of the House on September 13, 2001
                  <br>Submission of national strategies and victory condition
                  worksheets are due September 22, 2001 <br>Conflict starts
                  {Conflict phase} on October 9, 2001.

                    OVERVIEW <br>"SHOT AND SHELL, The War Between The
                    States" is a regimental-level Civil War simulation for
                    multiple players. It allows both strategic movement and
                    tactical combat, processing orders sent via e-mail. The
                    results are posted on Web pages for easy viewing. SAS is
                    supported by the following people and places: <br><br>THE
                    ORDER DESK - This is an e-mail account where all orders
                    are sent. PLAYERS MUST ENSURE THAT THEIR ORDERS ARE
                    IN "PLAIN TEXT" AND NOT RICH TEXT (RTF)/HTML. AN
                    ORDER RECEIVED IN RTF/HTML ADDS AN "=20" ON THE END OF
                    YOUR ORDER, WHICH INVALIDATES IT. <br><br>THE BATTLE
                    ADMINISTRATOR - This person processes the orders file through
                    the SAS software and handles all rail/bridge
                    destruct/construct orders. The program does all battle calculations
                    and movement, updates the database file (SAS.BIN),
                    and generates the HTML pages which are then uploaded
                    to the Web or e-mailed to each side. <br><br>THE
                    SECRETARIES OF WAR - Each country will be responsible for
                    choosing a Secretary Of War who will be responsible for
                    making any changes to regimental commanders. The
                    Secretary may delegate this task to additional players. The
                    Secretary Of War is also charged with the feeding, transfer
                    and parole of enemy prisoners of war (POW) gained
                    during the game, determines weapons procured for army
                    and units that are upgraded, and selects locations of
                    all Garrison (g) type artillery. <br><br>THE SCHEDULE
                    - A turn will be processed every Monday, Wednesday
                    and Friday, but may be modified to suit the needs of
                    the game. Orders must be received at the Order Desk
                    by a specific time. This schedule gives the
                    regimental Colonels time to communicate, while keeping the
                    war moving swiftly.
