General hypothesis being tentatively explored: That, just as the CIA moved its most heinous MK-ULTRA operations outside US jurisdiction to Canada, in the case of Ewen Cameron's research, it may also have set up one or more MK-ULTRA "outposts" south of the border TOO, in areas where ratline-smuggled Nazis (possibly including scientists and technicians) apparently known to and protected by the OSS & CIA, were "based." After 1959-61, while MK-ULTRA was still in operation, Colonia Dignidad in Chile seems to have met many of the criteria one would expect for such an "outpost," in addition to having potential connections to intel-agency-linked child sex-trafficking networks such as "the Finders," the upper-echelon pedophile conspiracy discovered in Belgium (in which some suspects appear linked at an earlier period to Gladio and/or early Bilderbergers), and the "Children of God" cult, which allegedly provided preteen prostitutes for Catholic nobility in South America. In partnership with any such networks, the South American MK-ULTRA "outpost" would have had an almost endless supply of easily expendable subjects for "beyond the pale" experiments in mind control not possible inside the United States. For example, it would be able to conduct long-term experiments on subjects remaining under its control from birth throughout childhood to maturity (or death, whichever came first), as observed in Colonia Dignidad. It would also be be more easily able to program "Monarch"-style sex slaves for its financial sponsors and heads of state -- as well as for intelligence objectives and political leverage, through blackmail.
Corollary ramifications of this hypothesis: This might give an altogether new slant to the fact that Operation Paperclip scientists repatriated in America to serve the CIA, military intelligence, and the military-industrial complex, such as Von Braun's crew, were observed to make frequent trips to and send messages from Mexico, which during WWII had been a nerve-center linking Nazis in Europe to their agents in South America. The CIA's Paperclip Nazis may have stayed in touch with "ODESSA" Nazis in South America, who'd been saved by the Vatican's ratlines and still relied on their ties to Catholic fascist regimes (Peron, Franco [Opus Dei], Salazar, etc.) around the world; and since James Jesus Angleton (OSS in Italy, later to be CIA counterintelligence director) was well aware of the Vatican ratlines and those Catholic-fascist networks, it is hard to imagine that other major players in the CIA like Dulles (in charge of Paperclip) were not equally aware of these. Non-Paperclip Nazis in South America seem prime candidates for CIA's use in its most politically volatile "black ops" requiring maximum "plausible deniability" -- even after admitting it employed unregenerate Nazis in Paperclip and Gladio, the CIA has continued to deny any ties to "ODESSA." Should it be true that the CIA "partnered with" or even "ran" South America's Nazis offshore as well as Paperclip Nazis on American soil, combined with the fact that it "outsourced" its MK-ULTRA program at least once to another country (Canada), the claim of some conspiracy theorists that the Knights of Malta (SMOM) affiliations of some CIA directors played an important role in the bigger picture could in fact be correct, because that could serve as the "missing link" between what's generally presented to us as two separate universes: the Vatican/Nazi/fascist/ODESSA network, presumed limited to South America and Catholic fascist regimes in postwar Europe, and the CIA's North American Paperclip and European Gehlen/Gladio operations lacking "religious" overtones. The connection between the two might even account for the pedophilia in the Catholic Church.Below, some items that, taken together, suggest that this proposed hypothesis deserves more atterntion.Interestingly, in parallel with the CIA's relationship with postwar Nazis, there is apparently a case to be made that Israeli intelligence developed (or at least attempted to develop) the SAME relationship as early as the formation of the Jewish state in 1948 -- a fact apparently revealed for the first time in the Israeli press. If that was indeed a program seriously undertaken in the postwar Middle East, it substantially erodes the validity of the officially-portrayed picture (promoted by Neocon historians) of Nazis taking refuge in Egypt and Syria after WWII having played a key role in educating the earliest Arab "terrorist" underground.
Walter Rauff (1906-1984), was an SS officer in Nazi Germany, attaining the grade of Colonel (Standartenführer) in June 1944. From January 1938 he was an aide of Reinhard Heydrich firstly in the Sicherheitsdienst or SD, the SS security service, later in the Reichssicherheitshauptamt or RSHA, the Reich Security Main Office, a department created by Himmler in 1939 grouping the Gestapo, SD and Kripo, the criminal police. Rauff is thought to be responsible for nearly 100,000 deaths during World War Two. In the late 70s and early 80s, he was arguably the most wanted Nazi fugitive still alive.
According to the MI5 file on Walter Rauff released in 2005: "Rauff ... was a friend of Reinhard Heydrich, who also served in the Navy in the 1920s. [After] Heydrich was hired by SS chief Heinrich Himmler to serve as the head of the SS counter-intelligence system, he took [Rauff] under his wing."
Persecutions in North Africa
Rauff was later involved in the Nazis' long-term aim to export the Jewish Holocaust to the Near and Middle East (including the British Mandate of Palestine, British-occupied Iraq, French-occupied Syria, the Lebanon, Egypt, and Libya), and capture the region’s oil fields.
A month after German Field Marshal Erwin Rommel’s defeat of the British at Tobruk in June 1942, the SS set up a special extermination unit to follow in the wake of Rommel’s Afrika Korps. The unit was commanded by Rauff who was empowered to carry out "executive measures on the civilian population", the Nazi euphemism for mass murder and enslavement. According to a 2007 German national television series, "Rauff’s mission to exterminate the Middle East's Jewish population was brought to an abrupt halt by the British 8th Army's defeat of Rommel at El Alamein in October 1942.
Spy officer in the Middle East
In 1948 he was recruited by Syrian intelligence and went to Damascus [where he served as military adviser to President Hosni Zaim], only to fall out of favor after a coup there a year later. According to one report, he tortured Jews in Syria. He and his family then settled in Ecuador, later shifting to Chile <Colonia Dignidad>.
Before sailing for Ecuador (December 1949), Rauff is said to have worked for a while with the Israeli intelligence. In 1949 Israeli secret agent Edmond "Ted" Cross wanted to send Rauff to Egypt. The idea was the utilization of former Nazi elements for observation and penetration in the Arab countries*. This attempt having failed, Ted Cross also helped Rauff to get the necessary papers for immigration to South America.

Final refuge in Chile
After settling in Chile in 1958, Rauff confessed that in 1960 and/or 1962 he had been in Germany. He was arrested by the Chilean authorities in December 1962 after Germany requested his extradition, but was freed by Chile's Supreme Court five months later in 1963.
Under Augusto Pinochet's regime, Rauff may have served as an advisor in Chilean intelligence <in Nixon and Kissinger's CIA "Operation Condor">. Allegedly, C.I.A. officials could not determine Rauff's exact position. The government of General Pinochet resisted all calls for his extradition to stand trial in West Germany or Israel. In the meantime Rauff disappeared and was discovered by the documentary filmmaker William Bemister in Los Pozos, Santiago de Chile, in 1979.
The last request to extradite Rauff to West Germany was presented by renowned Nazi hunter Beate Klarsfeld in 1983, but was flatly rejected by the Pinochet government, which alleged that Rauff had been a peaceful Chilean citizen for over 20 years and that the case was closed since the Supreme Court's 1963 decision. The authorities instead arrested Klarsfeld twice in Santiago de Chile. Following her brief detention, the Israeli government's foreign affairs director David Kimche officially requested Rauff's outright expulsion in a meeting with Chilean Foreign Minister Jaime del Valle, but the request was turned down.
Rauff died in Santiago in 14 May 1984, of lung cancer. His funerals were the occasion of a Nazi celebration.
The Colonia Dignidad (now called Villa Barbiera) is a settlement of some 200 secretive German immigrants in southern Chile .... It is located on a 15,000-hectare stretch of land along the banks of the Perquilauquen river and the El Lavandero estuary, near Catillo, about 300 kilometers south of Santiago.
While the name 'Colonia Dignidad' literally means 'Colony of Righteousness', what seems to have gone on there was about as far from righteous as it could get. The group that dwells there has been variously described as being similar to many millennial cults, and their doctrines seem to revolve around a bizarre blend of Nazism and voodooism, preparing for the coming of the Fourth Reich...
Schäfer was born in Troisdorf, Weimar Germany, and joined the Hitler Youth movement at a young age. He served as a medic in the German Army during World War II, where he reached the rank of Corporal. As an ex-Nazi, he lived in Germany until 1961. Following the war he set up a children's home and Lutheran evangelical ministry. In 1959, he created the Private Social Mission, purportedly a charitable organization, but the same year, after being charged with sexually abusing two children, he fled Germany with some of his followers. Schäfer resurfaced in Chile in 1961, where conservative President Jorge Alessandri granted him permission to create the Dignidad Beneficent Society. Founded primarily on anti-communism, this society evolved into the Colonia Dignidad community.
"Investigations by Amnesty International and the governments of Chile, Germany, and France, as well as the testimony of former colonos who, over the years, managed to escape the colony, have revealed evidence of terrible crimes: child molestation, forced labor, weapons trafficking, money laundering, kidnapping, torture, and murder. ... Michael Townley, an American expatriate and former DINA officer implicated in several high-profile assassinations and bombings, testified to a Chilean judge that the Colonia had also housed a secret laboratory, where government scientists developed chemical weapons ... [Schafer] was wanted in Germany and elsewhere for child abuse and slave trading, as he had allegedly been kidnapping children from Germany and other European countries, bringing them to the Colonia Dignidad and sexually abusing them.
One such victim, Wolfgang Kneese, was abducted by Schäfer and endured a total of nine years of torture and sexual abuse from him both in Germany and later at the Colonia, until he somehow managed to escape in 1966. He founded an organization called Wingbeat in 1997 that dedicated itself to bringing Schäfer and his Colonia to justice. Kneese's attorney in Chile, Hernan Fernandez, says this of the Colonia:
Something like the Colonia Dignidad is an unimaginable horror, hell itself... Normally, child abusers operate in secret. But there someone has built up his own state on 17,000 hectares (sic) to abuse children daily - afternoons, evenings and nights. And although the world has known about it for thirty years, Schaefer is still going his merry way.
In his "pederast heaven" in Chile, Kneese has estimated that Schäfer has probably committed at least 10,000 child rapes. The Colonia also obtains victims from the local peasant population. "The mothers are promised a good education for their children," says Fernandez, "and the boys are taken into the colony."
Despite this, the Colonia has enjoyed immunity from investigation until relatively recently, because of Schäfer's close ties to the Pinochet regime (see below).
Ghosts of the Nazi Empire
Besides being a haven for pederasts, it also seems that the Colonia has been a convenient hiding place in South America for escaped war criminals, such as Josef Mengele, Klaus Barbie -- and allegedly even Martin Bormann (or so say the conspiracy theorists who believe he survived the war and escaped).
Walther Rauff, the SS officer who created the mobile gas chambers, is also known to be closely involved with the Colonia, and had been an important adviser to the DINA, the feared secret police of the Pinochet regime, which, under his guidance, ran Chile the way the Gestapo ran Nazi Germany.
The Colonia, CIA, Allende, and Pinochet
"On November 13, 2000, the National Security Agency declassified a conversation among Director of Central Intelligence Richard Helms*, Assistant to the President for National Security Affairs Henry Kissinger, Attorney General John Mitchell,and Richard Nixon on November 6, 1970, at 9:40 a.m. [Excerpts] "If we let the potential leaders in South America think they can move like Chile ... we will be in trouble. ... <To Kissinger:> Make sure that [the Export-Import Bank] and international organizations toughen up. ... This is not the same as Europe where we have to get along and no change is possible. Latin America is not gone, and we want to keep it. Michael Townley Welch, a CIA officer and the assassin who killed Orlando Letelier (Allende's ambassador to the United States), was also strongly associated with the Colonia. It is said that [Welch] designed the remote control torture chambers and state-of-the-art surveillance system that the Colonia uses.
Colonia Dignidad was also used by the DINA as a torture center and prison camp for political prisoners and other enemies of the state. One might even look on the Colonia as a latter-day Nazi-style concentration camp in Latin America.
A young medical student named Luis Peebles was sent to the Colonia on February 1975, and spent nine days there, and was tortured horribly:
My body was full of cuts and bruises. I was rotting everywhere. I had pus in my eyes, my nose. My mouth was completely numb. I could feel nothing in my penis and I couldn't feel my limbs. My body was full of cigarette burns...
Despite this, Peebles counts himself as lucky, as many more people who were sent to the Colonia Dignidad joined the ranks of the disappeared. His testimony, along with that of other survivors and a former DINA agent, formed the basis for reports by Amnesty International, the United Nations, and other human rights groups that accused the Colonia Dignidad of being a torture center and prison camp, and of conducting heinous human rights abuses.
Recently, raids have been conducted by the Chilean authorities on the Colonia to find both Paul Schäfer and uncover further evidence (such as mass graves) to support a possible trial against Pinochet for human rights abuses and crimes against humanity. Both have as yet come up fruitless, and with the recent ruling on July 1, 2002 that Pinochet is unfit to stand trial, have stalled.
Update: March 27, 2005: Apparently Paul Schäfer has just been found and captured. He was found hiding in the town of Tortuguitas in Argentina, some 18 miles west of Buenos Aires. The Argentinian government has, at the request of the Chilean government, expelled Schäfer. He was sentenced to 20 years in prison and fined 770 million pesos in 2006. He died in prison, aged 88, on April 24, 2010.
