      Secretary General of PACE W Schwimmer [snip]
      has proposed to return the voting rights to Russian
      in September [snip].

      Schwimmer has positively evaluated actions of the
      Russian leadership on improving human rights
      the situation in Chechnya. He also noticed that
      the large scale military actions are over in Chechnya.

      The Office of the RF President envoy on human
      rights in Chechnya works successfully. Independent
      CE experts are working in Znamenskoe.

      He called to every help to an independent
      [rather "independent"-K.I. ] comission lead
      by the DUMA deputy Krashennikov and to the
      Duma commite onhuman rights lead by
      the DUMA deputy Tkachev.

      W Schwimmer has called on the Russian government
      to start political resolutiin of the Chechen issue.

      On thursday PACE has adopted documents
      confirming discriminating measures
      regarding Russia.

      The text of the adopted document repeats all
      basic point of the April resolution. Deputies
      declared that since the April the situation in
      Chechnya has not improved. The question of
      returning the voting rights to Russia can be
      discussed only aftet Duma adopts concrete
      decisions directed at improving the state
      of affairs in Chehcnya.

      PACE has recommended to the Committee of Ministers
      of CE to start the procedure of exclusion of Russia
      from CE.

      139 Parliamentaries have voted for the resolution,
      with one abstention, according to RIA "Novosti".

      S Yastrzhembski regrets that th edeputies of PACE
      did not hear to the "weighted position" of
      the commitee of ministers of CE.

      "Apparently, a wound ambition and an offend on
      the commitee of ministers, who did not support the
      april resolution of PACE, did not allow the
      deputies to objectively evaluate numerous
      improvements in the life of Chechnya since then"[*]

      The deputies even managed to overlook the fact that
      3 CE experts have started to work in Chechnya.
