Between 1990 and 1991 an attempt was to introduce a new USSR Constitution compiled by Andrey Sakharov. In this document, all four levels of sovereignty for the nations that comprised the Union that time, were replaced with one flat level of "republics", with the right for secession. The-then Chechen-Ingush "Autonomous" republic made used from this new law, as well as Tatarstan and some other entities who later were forced back into "new" Russian Federation. The August coup interrupted the process of gaining sovereignty by the non-Russian republic throughout the-then USSR.
