Disappearances of Dagestani residents in Moscow become systematic
On March 25, 2011 Omarmagomed Magomedovich Omarmagomedov, a native of
the Republic of Dagestan, currently residing in the city of Moscow,
addressed HRC Memorial with a written appeal. He told that on March, 10,
2011 a friend of his, Ruslan Akhmedovich Bulachev, born 1984, came to
visit him from the town of Makhachkala, Dagestan,., who would visit the
capital from time to time on business. His permanent registration is:
Makhachkala, Akushinskiy av., 92-22. His friend, Gasan Omarovich
Kunbutaev, born 1978, is residing at the following address: Makhachkala,
the settlement of Semender, came with him. Ruslan and Gasan had planned
to buy a car in Moscow and forward it to Dagestan. At 9 a.m. Omarmagomed
met them in Lyublino at the bus station, drove them to his rental flat,
and went to his work. Approximately at 4 p.m. Ruslan called his friend
once on mobile phone and asked when he would come home. Omarmagomed also
knows that Ruslan and Gasan left the flat to do some shopping. The
flatmates told that Bulachev and Kunbutaev called someone and left home
at approximately 3 p.m. Then, as they stated, they headed for metro
station Paveletskaya. The surveillance cameras also prove the fact of
them leave the flat. However, it is not known whether they came to the
metro. According to Ruslan’s relatives in Dagestan, at 6 p.m. his wife,
Asiyat, received a phone call on her cell phone from Gasan’s number.
Their relative, Naida Kunbutaeva, picked up the phone and could hear
noise, shouts, and lamming in Russian, after which the connection was
cut off, and they never received any other news from them.
In the night of March, 12 Omarmagomed came to OVD of Kuz’minki district
of Moscow with a statement of disappearance of Ruslan Bulachev. The
police accepted the statement, which is proved by the certificate. In
two days he received a phone call from OVD of Kuz’minki district, from
Evgeniya Sergeevna Pukharova, and invited him for questioning, in the
course of which he told about the events.
On March, 28, the spouses of the missing, Diana Muradkhanovna Bulacheva
and Asiyat Akhmedovna Isaeva, addressed HRC Memorial with a written
statement. They are asking to assist them in their search of Ruslan and
The independent attempt of the relatives to find them brought no result.
Nothing is known about Ruslan and Gasan. According to one of the
applicants, Ruslan was detained two years ago by the law enforcement
authorities, but he was soon released.
