      Appeal on reasons for issue of a state of emergency in the Chechen
      Republic Ichkeria

      Dear Sirs,

      Ministry of Foreign Affairs of the Chechen Republic Ichkeria repeatedly
      applied to you in connection with the provocations on the part of the
      Russian troops on the Chechen-Russian border which became frequent and
      the efforts by the Russian leadership to draw the Chechen Republic
      Ichkeria into the events which unfolded of late in the Republic of
      Daghestan of the Russian Federation.

      Today build-up of the number of the Russian armed forces on the
      borderlands of the Chechen Republic Ichkeria is continuing. There is no
      end to violations of the Chechen Republic Ichkeria state border on the
      part of the Russian forces and to rocket-bombing attacks upon the
      Chechen settlements.

      The Russian mass media unleashed the undesguised antichechen propaganda.
      The Russian Federation officials in their statements are purposefully
      trying to lay the blame for the armed conflict in Daghestan on the
      leadership of the Chechen Republic Ichkeria. All these facts do not
      leave a ground for doubts of Russian authorities' plans to extend
      military actions from the territory ofDaghestan into the territory of
      the Chechen state.

      >From the above-stated and in accordance with the Article 73 of the
      Constitution of the Chechen Republic Ichkeria and Article 3 of the Law
      of the Chechen Republic Ichkeria on emergency state the President of the
      Chechen Republuic Ichkeria by the Decree N 265 of August 15 1999 decided
      to issue a state of emergency on the entire territory of the Chechen
      Republic Ichkeria from August 16 1999 till September 16 1999 and to
      impose a curfew on the territory of the Republic since 22 p.m. up to 6
      a.m. by local time for the stated period.

      Besides by the current Decree the citizens of the Chechen Republic
      Ichkeria and the foreigners will be restricted in some of their rights
      such as: to conduct unsanctioned gatherings, meetings and
      demonstrations, to move and stay without special permission on the
      streets during the time limited by a curfew for a period of emergency in
      accordance with the Chechen Republic Ichkeria Law "On a state of
      emergency".

      The issue of a Decree on a state of emergency was a forced measure
      conditioned by the situation which arose around our country when the
      Russian Federation leadership systematically pursuing the policy of
      pressure by force and escalation of tension in the Chechen-Russian
      relations obviously demonstrating a preparation for the beginning of a
      new aggression against the Chechen state.

      The declaration of the President of the Chechen Republic Ichkeria on the
      issue of a state of emergency was supported and confirmed by the
      Parliament of the country and as well met with understanding and
      approval by the entire Chechen people.
