      New IDPs are going to be accommodated in a temporary accommodation
      station from which residents were evicted by force

      Tomorrow on 25 July 2006, new residents from among the IDPs returning
      from Ingushetia are going to be accommodated in a temporary
      accommodation station located in Staropromyslovsky district of Grozny
      at the address 269 Derzhavin Street. Several former residents of this
      TAS informed the editorial office of the RCIA about it over the phone.
      We are reminding that the TAS in Derzhavin Street was liquidated in the
      beginning of July on orders by the head of the district administration
      Khozh-Baudi Astemirov (see our release from 06.07.2006). The members of
      the Committee on Removal Residents of TASs claimed that it was caused
      by the necessity to organize a kindergarten in this building. Not long
      ago a woman working with the Department on Education came to the former
      TAS with the paper stating that the kindergarten is going to be located
      in the building. However, the head of the district administration
      Astemirov banished her claiming that new families of returning IDPs
      would be settled in the building. There is also information that
      Astemirov has already appointed his close relative to be the new
      commandant of the TAS.

      After the TAS in Derzhavin Street was liquidated, its former residents
      were left almost without any shelter. One of its former residents (the
      woman asked not to reveal her name) told speaking to the RCIA editor
      that the authorities have failed to keep their word to provide families
      with many children with separate flats. As it turned out there are
      owners to each of the flat that the authorities provided them with.
      Those IDPs who have reportedly received plots of land to build new
      houses were also deceived, in their words. All the plots of land have
      simultaneously been sold to several people. Two families in one of
      which there are little children and the head of the other one is a
      disabled woman have been left without any roof over their heads. As for
      the other residents of the TAS, they have been moved to other TASs in
      Grozny. They claim that their life conditions have become much worse.
      According to the people, the sanitary conditions of their new living
      premises are very low. The sewage system is not working and the
      accommodation stations are overcrowded.

      Ingushetia Report # 1272

      New blast in Nasran

      On 24 July 2006 at 6.15 pm there was a mighty explosion at the distance
      of approximately 300 meters from the building of the central district
      hospital in Ingushetia's Nasran town.

      According to the obtained information, unidentifiable explosive device
      was planted at the roadside. The device went off at the moment when a
      military convoy of Nasran frontier guards was riding along the road. No
      casualties among the military are reported. Several UAZ vehicles and a
      bus in which the military were riding were slightly injured.

      Itum-Kalinskiy district. Chechen Republic Report # 1273

      Release of the abducted resident of the Bugaroy village

      On 26 July 2006, the editorial office of the Russian-Chechen
      Information Agency received information about the release of Timur
      Mezhidov (born 1972), a resident of the Bugaroy village of the Chechen
      Itum-Kali district. Timur was abducted together with his nephew Imaev
      Vidjan (born 1982) in the vicinity of the Yaryshmardy village of the
      Chechen Shatoy district on 14 July 2006 (see our release from
      20.07.2006).

      According to the obtained information, the person was released on the
      third day after his abduction. As of the present moment, Timur is
      afraid to talk to journalists and reveal the details of his abduction
      and the following release. There is no information about the fate of
      Vidjan Imaev.

      Itum-Kalinskiy district. Chechen Republic Report # 1274

      Reconstruction of the mosque in the Veduchi village

      On 24 July 2006, a special ceremony was held to open the mosque in the
      village of Veduchi of the Chechen Itum-Kali district after its
      restoration had been completed.

      The mosque was destroyed in the armed actions in the Chechen Republic.
      Its restoration was financed by the Akhmad Kadyrov Foundation.
      Residents of the village did what they could to help the builders to
      restore the mosque.

      Grozny. Chechen Republic Report # 1275

      No casualties in the fire in the children's hospital in Grozny

      On 24 July 2006, at 4.45 pm a fire started in the basement of the
      chidlren's clinical hospital situated in the Oktyabrsky district of
      Grozny.

      Immediately all the patients were evacuated to a safe place. The fire
      brigades managed to quickly extinguish the fire. None of the patients
      and medical personnel of the hospital were injured. According to the
      obtained information, the fire was caused by the bad condition of the
      electric wiring that resulted in fusing.

      Grozny. Chechen Republic Report # 1276

      Chechen cadis expressed their support to the president

      On 24 July 2006, cadis of all the districts of the Chechen Republic
      held their meeting in Grozny. The acting mufti of the republic Daud
      Sal'murzaev participated in the meeting.

      The official proposal of the Chechen president Alu Alkhanov from 19
      July 2006 on possible amnesty to members of the so-called illegal armed
      formations became the main issue at the meeting. Cadis of
      Achkhoy-Martan and Urus-Martan district of Chechnya, Mol Mukhdanov and
      Magomed Bakashev, stated in their speeches that all the clergy of the
      Chechen Republic supports the president in this proposal.

      Gudermes district. Chechen Republic Report # 1277

      The car of Dagestan militiamen is fired upon at the entrance to
      Gudermes

      On 22 July 2006, police servicemen manning the checkpoint at the
      entrance to the Gudermes district center from the direction of the
      village of Khasavyurt of Dagestan opened fire at a car that didn't obey
      a command to stop. As a result of the fire, one of the men riding in
      the car was wounded. According to the obtained information, both people
      are servicemen of the Ministry of the Interior of the Republic of
      Dagestan.

      Achkhoy-Martan district. Chechen Republic Report # 1278

      Resident of Samashki village is detained on suspicion of being involved
      into committing several crimes

      On 26 July 2006, the editorial office of the Russian-Chechen
      Information Agency received information about the detention of
      Sabrailov Abaz Alaudinovich (born 1968), a resident of the Samashki
      village of the Chechen Achkhoy-Martan district. The person was detained
      on 20 July this year near his house situated at the address 9
      Zavodskaya Street. The police operation was carried out by service
      personnel of Achkhoy-Martan district police office in cooperation with
      servicemen of the Federal Security Service branch in the Chechen
      Republic. According to the information obtained from an anonymous
      source within the Ministry of the Interior of the republic, the
      detained person is being suspected of committing several crimes,
      including kidnapping of civilians as a member of an illegal armed
      formation.

      The press-release of the Ministry of the Interior states that on 6
      April 1999 Abaz Sabrailov participated in the kidnapping of the
      Orthodox priest Sergey Potapov in the settlement of Assinovskaya of the
      Chechen Sunzha district. The same year Sabrailov reportedly was an
      accessory to the kidnapping of a businessman in the town of Cherkessk
      of the Republic of Kabardino-Balkaria. There is information that the
      detained person has already admitted to having committed those crimes.
      As of the present moment, the investigation is still going on.

      Ingushetia Report # 1279

      Former policeman is accused of being involved into rebels' activities

      On 27 July 2006, the editorial office of the Russian-Chechen
      Information Agency received information that detained resident of
      Malgobek town of Ingushetia Abubakar Bokov had been officially charged
      under Article 208 of the Criminal Code of the Russian Federation
      (“organization of an illegal armed formation and participation in it”).


      The person was detained in his house on 21 July 2006 in the special
      operation carried out by service personnel of the Special Police
      Detachment on Combating Organized Criminality (OMON) at the Ministry of
      the Interior of the Chechen Republic. The Russian military also
      participated in the operation. Abubakar Bokov is a former investigator
      of the Malgobek town police office. He resigned from the
      law-enforcement bodies in 2004.

      Grozny rural district. Chechen Republic Report # 1280

      Two residents of Shatoy have become victims of a road accident

      On 26 July 2006, at around 3 pm an armored personnel carrier of the
      Russian federal forces collided with a Gazel vehicle in which five
      people were riding. The road accident occurred in the vicinity of the
      Chishki village of the Chechen Grozny rural district. In the accident
      two passengers of the Gazel mini-van died on the spot. Their names are
      Gadaev Said-Selim (born 1996) and his sister Gadaeva Khamsat (born
      1990). They were going to Grozny from the Shatoy district center. Three
      other passengers were seriously wounded and immediately taken to the
      nearest hospital.

      Their names were difficult to establish. According to the testimony of
      one of the eyewitnesses, the driver of the APC who rode onto the
      opposite lane caused the road accident. The Gazel mini-van with people
      was riding towards him.

      Four Russian soldiers including the APC driver made an attempt to
      escape from the scene of the accident but were detained by the police
      servicemen of Shatoy district police office who accompanied the
      military convoy. All the detainees have been taken to the police
      office.

      Shali district. Chechen Republic Report # 1281

      Resident of Chiri-Yurt village is kidnapped

      As of 28 July 2006, there has been no information about the whereabouts
      of Israilov Usman Maskhudovich (born 1984), a resident of Chiri-Yurt
      village of the Chechen Shali district. He was kidnapped from his house
      by unidentified people on 24 July 2006.

      According to the mother of the disappeared man Zulay, on 24 July at
      around 2 am two UAZ vehicles drove up to their house. Four armed men
      dressed in camouflage uniform got out of the cars. Having smashed open
      the gate, the assailants burst into the Israilovs' house. The woman
      claims that the perpetrators introduced themselves as servicemen of the
      Ministry of the Interior of the Chechen Republic. All the four people
      spoke Chechen without any accent. They demanded that Zulay's son
      immediately put on his clothes and go with them. Then the policemen
      took Usman Israilov to an unknown destination. Usman's detention
      absolutely perplexed Zulay Israilova. The woman claims that Usman has
      never been involved into activities of the so-called illegal armed
      formations.

      The following day Usman Israilov's relatives submitted their appeals to
      the police office and the district prosecutor's office. However,
      Usman's fate and whereabouts remain unknown.

      Grozny rural district. Chechen Republic Report # 1282

      130 residents of Prigorodnoye settlement have been deprived of their
      doles

      On 28 July 2006, the editorial office of the Russian-Chechen Friendship
      Society received information about a new fact of official arbitrariness
      that took place in the settlement of Prigorodnoye of the Chechen Grozny
      rural district.

      According to the testimonies of local people, the head of the district
      administration Daman Dalalov deprived 130 residents of the village of
      their doles for the last three months. He made this decision under the
      pretext that these people had not participated in the village
      subbotniks (voluntary works) that were held in the village in May this
      year.

      Vedeno district. Chechen Republic Report # 1283

      A madrasah in Elistanzhi village has been opened

      On 27 July 2006 a ceremony was held in the Elistanzhi village of the
      Chechen Vedeno district to open a new madrasah.

      Some 100 people are going to study in the new religious educational
      institution. Pupils are going to be taught Mathematics and English in
      addition to theology.

      Grozny. Chechen Republic Report # 1284

      Increase in number of people ill with TB in Chechnya

      On 27 July 2006 a collegium of the Ministry of Health of the Chechen
      Republic held their meeting in Grozny. The catastrophic situation with
      in tuberculosis and increase in death rate caused by this disease was
      discussed at the collegium.

      According to the information obtained from the Ministry of Health 228
      people have died of TB since beginning of 2006. It was decided that it
      will be necessary to carry out joint actions by different official
      bodies in order to cope with this grave problem.

      Ingushetia Report # 1285

      New assaults at the Russian military in Ingushetia

      31.07.2006. Ingushetia. As of the present time, one of the Russian
      soldiers attached to the Ministry of the Interior of the Russian
      Federation remains in the serious condition after the assault at “UAZ”
      vehicle that occurred on 30 July. That day a group of unidentified
      people opened fire at the car in which service personnel of the
      Ministry of the Interior of the Russian Federation were riding. The
      accident occurred in the village of Plievo of Ingushetia's Nasran
      district. In the assault two soldiers received penetrating wounds that
      are not dangerous for life and the third soldier was severely wounded.
      As of the present time, he is being treated in a reanimation department
      of local hospital.

      Meanwhile, on 28 July residents of the Barsuki village, which is
      located within the administrative border of Nasran town, discovered one
      more UAZ vehicle riddled with bullets. There were three corpses of
      Russian soldiers in the vehicle. According to the information obtained
      from the Ministry of the Interior of Ingushetia, the military must have
      been going to Vladikavkaz from the main military headquarters if the
      Russian federal forces in Chechnya that is situated in Khankala
      village.

      None of the assailants have been detained in the search operation
      carried out by the Ingush police.
