Chechen Separatist Leaders Brand Fellow Warlord Basayev a "Terrorist"
Exiled Chechen separatist Akhmed Zakayev condemned separatist

earlier statement by Basayev that he would continue attacking
civilians in new terrorist attacks, Gazeta.ru reported.
"Basayev is naive if he thinks terror against civilians will make
Russian authorities turn to a political solution" to Chechnya's
"The intent to use civilians as targets is a war crime and is
punishable under the Geneva Convention," Gazeta.ru quoted Zakayev's
statement as saying.
Zakayev said that Chechen rebel militants had been ordered not to
take part in terrorist attacks and to limit their attacks to
specific "legitimate targets".
Basayev was linked to some of Russia's deadliest terror attacks,

2002 in which 130 people died
