Rebel web site says Russians cannot establish control in Argun

BBC Monitoring Service - United Kingdom; Aug 31, 2001

Text of report by Chechenpress news agency web site

31 August, Chechenpress correspondent T. Nanayev: Military clashes
between Chechen fighters and Russian occupiers take place in Argun, the
third largest town in Chechnya, every day. Argun residents, who have not
left the scene of military operations, are frequently subjected to
missile strikes and artillery shelling by the Russian aggressors.

Russians have not been able to establish their rule in this
strategically important town of Chechnya over the two years that the war
has been going on. Subunits of the Chechen armed forces, which carry out
preventive strikes against the enemy by seriously observing secrecy in
their operations and discipline, have prevented the Russians from doing
      this.

The Russian military carry out acts of punishment against locals in
response to the skilful actions of Chechen guerrillas. The Russians
arrest civilians, including women and the elderly, and many of them are
subsequently found brutally murdered - disembowelled and with their ears
cut off. The arrested civilians, who are ransomed by their relatives,
      end up as invalids.

Military aircraft carrying their cargo of death for locals continue
flying over Argun, while artillery goes on shelling and destroying
      Chechens' houses.
