      Dagestan, Russia, Feb 28, 2001 -- (Glasnost Foundation) President
      Putin yesterday signed a decree citing the officials of Dagestan's
      mass media for "high professionalism and objective coverage of events
      in the republic," which really means for passing along the propaganda
      received from Kremlin propaganda ministers Yastremzhesky and Manilov.

      Eight people were awarded the order "For services to Fatherland" of
      the 2nd degree, and 14 others became "Honorable officers of culture
      of the Russian Federation". Each cited journalist works for the state
      mass media.


      HEARINGS ON BUINAKSKS TRAGEDY

      The Dagestan Supreme Court began hearings yesterday in the trial of
      six people accused of causing the September 4, 1999 explosion of an
      apartment building in Buinaksk town.

      The Prosecutor is demanding execution for Isa Zainutdinov and
      Alisultan Salikhov; a 25-year sentence for Abdulkadyra Abdulkadyrov;
      and 20 years for Magomed Magomedov, Zainutdin Zainutdinov and Makhach
      Abdusamedov.

      Lawyers for the accused point to numerous violations of the Criminal
      Procedure Code during the investigation, physical abuse and
      psychological pressure on the accused by investigators, as well as
      the groundlessness of the accusations.

      Advocate Mudunov accused the head of Buinaksks police of committing
      severe crimes.

      The hearings were scheduled to continue today.
