Office of AIDS to fund Syringe Exchange Programs

The HIV Education and Prevention Services Branch of the Office of AIDS released an RFA today that will provide direct state funding to Syringe Exchange Programs (SEPs). The RFA will total $2.25 million and be awarded to ten syringe exchange programs for $75,000 a year for three years (Fiscal years 2007/2008 to 2009/2010). Community-based organizations that operate SEPs or Local Health Jurisdictions are eligible to apply for funding in areas where SEPs are approved for operation.
These funds will not be used to purchase syringes themselves but will be dedicated to improving access to sterile syringes by increasing SEP operating hours, purchasing non-syringe operating materials, expanding syringe exchange to new locations, adding staff or improving compensation for existing staff as well as adding outreach workers to encouraging clients of SEPs to test for HIV and HCV and link clients to medical care when appropriate. Funds may also be used to add services, such as wound care, that improve overall health and wellness for injection drug users.
The RFA is available on the OA website at http://www.dhs.ca.gov/AIDS/. Letters of intent will be due on April 20th, with full applications due by May 11, 2007. Notifications of awards will be made on June 1, 2007.
