      Be it a new sports arena or a revitalized retail district, big-ticket public projects play a key role in the urban economy. Like Boston's elegant "emerald necklace" of parklands, or William Mulholland's remarkable Los Angeles aqueducts, they can permanently define a city's identity and sustain its industrial energy.

      Yet, in many modern cities, this enormous potential is often wasted on squabbling over an uninspired mega-housing tract, the latest central business district reshuffle, or, worse still, chasing a sports franchise. None of these projects symbolizes a city's creativity and dynamism, or boosts its standing in the global economy.
