      Summary: The good news is that 43 U.S. senators, including
      Wisconsin's Senators Herbert Kohl and Russ Feingold, voted to support
      placing mandatory limits on the amount of heat-capturing greenhouse
      gases the U.S. should be allowed to emit annually to prevent
      additional global warming from happening.

      The bad news is that 55 U.S. senators have said congressional
      legislation is not needed to address the paramount environmental
      problem of global warming, which is now well underway, and
      accelerating.
