Look specifically under the section "Transit Nodes", a little past the middle. The
one part that makes it 'quasi' is the line;
"The transit-supportive area street network should complement and support the TOD
area street network by providing multiple and direct vehicular, bicycle, and
pedestrian connections to the transit station." and also "
