Why are Vancouver's Hornby & Dunsmuir lanes "exprimental"?

      Odd news report, written to sound pejorative. yet it shows that:

      *Car travel times were affected only "marginally."
      *The number of cyclists (especially women) increased dramatically
      *"Opposition hasn't changed much"--but majority of respondents
      support the lanes
      *Business vacancies along the routes dropped from 12% to 2%

      So why "experimental"? Why make it sound as though there were huge
      problems, which the exposition shows to be benefits instead? Why the
      desperation to make them seem likek a failure? Why are the survey
      results couched in terms of making the increase in support sound
      unimportant?

      Was the extension of the study time decided on in hopes of proving
      they "should be" removed?
