What would happen here, in a "carfree" London?

"LONDON, Sept. 3 — London's subway network virtually shut down at the
height of the rush hour this evening when 2,300 maintenance workers
walked off their jobs in what they said would be a three-day strike
      over pensions and security."

... Same thing that happened in London after the subway bombing: bicycles. They never go on strike. Hell, there are even five or six brands of snow & ice

Same thing that happened in London after the subway bombing: bicycles.

They never go on strike. Hell, there are even five or six brands of
snow & ice tires made for commuter bicyclists in high latitudes.

Bicycles are universal in Japan (and metro stations have bike parking
        structures).

Then again, a carfree London might save enough money on road
maintenance, and have such enhanced civility and regard for its own
health, that it would PAY ITS ESSENTIAL WORKERS WHAT THEY'RE WORTH!
