    I called Catalina Yachts today. A new rudder costs $1459.00 plus $200+ shipping to a US address.
    Kent from Catalina told me before taken this route to drill a couple of holes underneath to let any water out; carve out any noticeable bubbles out, and refinish it. Use couple of coats of Interprotect, to seal the unit. It should last me a couple of years before venturing to a new rudder.
    At least now I know that I will not use the shop which quoted me $2000 for the repair.

    I had same problem many years ago, at that time a new one from Catalina was about $750.  Your assessment on cause is right on.  On mine water came down rudder shaft to where the steel "paddles" were welded on to the stainless shaft.  I ground out all the damaged filler and fiberglass and built it back up with new resin along with microbubble filler, multiple layers of glass cloth finished off with West epoxy to seal it all up.  I was lucky to get to it before it really delaminated. 

    I would first get a quote from Catalina to put it all into perspective.  I would bet that they will make you a new rudder. I would also ask if both the rudder post and "paddles" are stainless.  The use of mild steel on the "paddles" makes it prone to rusting which would cause a failure.  

    Then again, it has lasted this long so if totally sealed up it will last a long time.  If you go the repair route I would find someone who has done fiberglass repair. I would recommend they use West System products and lots of cloth.

    I think $2000 sounds high, but I generally fix things myself so don't have good idea of going rates.  You really won't know extent of total damage until you dig into it.  

    Let us know what you find out.
