But can you please explain the last lines of the report?
"The people who were required to register under NSEERS while in the United
States still will be required to register each time they enter the country and
to check in as they exit."
Who will be these people?

Currently, every non-US-citizen who enters or exits the US goes through a
rigorous registration process. Since all NSEERS victims, I mean candidates
(young men of 16 years and above from certain countries, including
Bangladesh), are also noncitizens, they will go through the same process at
the borders and airports. However, they do not have to make a separate
trip to the INS (or whatever inane bureaucratic acronym the monster
currently has) to register as required by NSEERS.
Aside: Did the Bush administration chuck NSEERS because it is preparing to
pander to the Muslim vote in 2004 now that an increasing number of US
citizens originally from the 20-odd countries under the program is
registering to vote? I just read that there has been an increase of 57% in
the Arab migration (from other parts of the state and country) to the
Inland Empire region of California, traditionally a bastion of Republican
politics (the newly elected Governor of California, Arnold Shwarzenegger
had his first meeting with President Bush there).
