      Hard to do, when no one really knows:

      1. when it started.
      2. if it's ended.
      3. who was using.
      4. the extent to which it would be possible to quantify a "steroid
      effect" on the stats, as opposed to other possible factors that may
      also have had an effect - for example, the move to bats with thinner
      handles, weight training apart from steroids, possible changes in the
      ball, and so forth.

      If you can design a study that can address these, and #4 in particular,
      go for it.
