By the way ... for your information, localhost was working fine earlier. This issue started after I have downloaded the basic code from an online server as you have rightly pointed out. Now, I have even tried to upload all the code to Online Server after changing the configuration files. Still localhost does not seem to work; instead it is showing "HTTP 404 - File not found" Error.
Any help in this regard is much Appreciated !!!

there is nothing to do with smarty for this.
according to your problem it seems that u downloaded the basic code
from a online server because of which the configuration are same as of
now to fix this u just have to go to the configuration files and
change the references to online servers to localhost.
by configuration files i mean connection.php, conf.inc files something
this exists in the code.
best way to find the reference is by searching the online domain name
in the files contents. then change them to localhost.
