      EXTERNAL EVALUATIONS – SERBIA AND MACEDONIA

      The European Centre for Minority Issues (ECMI) is soliciting two external
      evaluations to be conducted on its ongoing projects with Roms in the
      Republic of Macedonia and the Republic of Serbia.

      ECMI and Roms in South East Europe

      In the context of conducting the first global needs assessment of the
      Romani population of Macedonia in 2003, ECMI undertook a similar project in
      Serbia & Montenegro in fall 2004. Follow-on initiatives in both Macedonia
      and Serbia are currently underway. As the projects’ second and first years
      (respectively) conclude with calendar year 2006, an external evaluation is
      required to assess the projects’ success in generating the expected
      results. For more information on ECMI and its activities with Roms, please
      visit www.ecmirom.org.

      Qualifications

      · A minimum of 2-3 years experience in substantive evaluation,
      project design and/or project management;
      · At least a passive knowledge of Macedonian/Serbian;
      · Excellent written English;
      · Familiarity with the living conditions of Roms in Macedonia/Serbia;
      · The ability to work under time pressure.

      Job Descriptions

      Serbia: As the follow-on to ECMI’s assessment in Serbia and Montenegro
      approaches the end of its first year, ECMI is in the process of organizing
      an external evaluation to be conducted over the period 3-9 September
      2006. This evaluation involves extensive in-country travel and carries an
      honorarium of € 2 000.

      Macedonia: This evaluation is for a follow-on project nearing the end of
      its second year. The timeframe for this evaluation is 24-28 October 2006,
      with an honorarium of € 1 500.

      For both evaluations, costs for international and in-country travel, hotel
      accommodation, and a daily subsistence allowance in accordance with German
      regulations will be covered by ECMI.
