      ROMANIAN ROMA WARN FRANCE, EU AGAINST 'COLLECTIVE INCRIMINATION.'
      Associations representing Romany organizations in Romania on 26
      August sent a letter to French Interior Minister Nicholas Sarkozy and
      his counterparts in the European Union, warning against a "collective
      incrimination" of Romanian Roma, Mediafax reported, citing AFP.
      Against the background of recent measures taken in France against
      Roma from Romania alleged to be involved in human trafficking and in
      forcing handicapped Roma into begging in that country, the
      associations said the measures intended to curb illegal immigration
      must not "collectively incriminate people described as Roma or
      Gypsies." The associations also warn that the campaign in the French
      media might lead to a growth of interethnic tension in Romania
      proper. Sarkozy and his Romanian counterpart Ioan Rus are scheduled
      to sign an accord in Bucharest by the end of this month on combating
      illegal immigration and the return to Romania of several hundred
      illegal immigrants, some of whom are handicapped Roma who were forced
      into begging in France. MS
