      Jao got his start in the 1970s with a strip of vacant industrial
      buildings that he turned into a shopping center serving his fellow
      Vietnamese exiles. Since then, the man known as the "Godfather of
      Little Saigon" has owned or developed roughly three-quarters of Orange
      County's best-known ethnic commercial enclave and remains the
      community's biggest landlord. Some 1,500 business tenants lease space
      in the half a dozen developments he owns there, and his holdings keep
      expanding. His latest ventures include the district's first major
      residential project. Also, Coastline Community College has opened a
      Little Saigon-area campus, thanks in part to his largesse.
