I do this all the time and work with my kids to do it. What you HAVE to do, BEFORE you drag pictures to the timeline!!! you must adjust the slide time and transition. I have some handouts that I give the students... I will look for them and repost them on my blog and let you know. but you go into TOOLS menu drop down and then OPTIONS at the bottom. In the POPUP change picture duration to the LOWEST setting, and Picture transition to the LOWEST setting (use the arrows)
THEN once you add the pictures to the timeline, they will be animation speeds! BUT If the kids forget to do this ONE step before they add the pictures on the timeline, then you will either need to adjust each picture individually, or delete and restart! (and yes, even have a demo, a handout, an explaination my 8th graders still make this error time and time again.)
The good news is, after you change this setting on YOUR computer, on YOUR log-on... it will remember it and stay on that setting.
