      HC poser to govt on unspent education money

      PATNA ( BIHAR): The Patna High Court(HC)  on Tuesday directed the state government to file a supplementary affidavit to a PIL and state therein the status of the unutilised money meant for Sarva Shiksha Abhiyan and teaching in primary schools and secondary schools.

      A division bench comprising Justice R N Prasad and Justice R K Datta issued the directive on a PIL jointly filed by Bachpan Bachao Andolan,Shiksha Bachao Andolan , Ekta Parishad and Lok Samaj, which sought a direction to the government to make the Sarva Shiksha Abhiyan a success in the state and fill up all the posts of teachers in primary and secondary schools.

      In its counter affidavit, the state government submitted that Rs 9,420 crore could not be utilised due to non-appointment of teachers on vacant posts.

      The petitioners' counsel, Basant Kumar Chaudhary, submitted that the state government's counter affidavit was not sufficient as it did not mention the status of the money that has remained unspent on account of non-appointment of teachers.

       The PIL further said the state government should reduce concentration of many teachers in a single school and reduce the dropout rate. It should also discipline the teachers.

      The PIL submitted that "over the last 30 years, the standard of school education has alarmingly deteriorated on account of poor management and inefficient, unimaginative and dishonest administration of the education system".

      The petitioners' counsel, Chaudhary, submitted that vested interests in the society had converted a substantial part of school education into a trade.
