    Dear Ambarish,


    It is true. Though Right to Food, Safe Drinking Water and Right to Education are integral part of Right to life and many Supreme Court Verdicts read all the three as integral part of Right to Life and thus flows from there, the Neo-liberal state is treating this as charity for the poor. The ground reality is far from what reports says about the programme.

    Civil Society meeting on Bihar mid day meal tragedy on 31st July at CSD at 2.30 pm

    Dear Friends,

    As you all aware about the tragedy happened in Gandaman village of Saran district, Bihar, where 23 children died after eating poisonous food cooked under the mid-day meal scheme (MDMS), has opened up wide-ranging debates about the implementation mechanism of scheme. With its genesis in the School Lunch Programme instituted by Madras Corporation, dating back to 1925, the MDMS was revised and universalized after the Supreme Court passed a landmark interim order on the MDMS in response to a petition (PUCL v. UoI, CWP 196/  2001), popularly known as the ‘Right to Food Case’ on November 28, 2001.

    The Supreme Court directed the state governments and Union Territories “to implement the mid-day meal scheme by providing every child in every government and government-aided primary school with a prepared mid-day meal with a minimum content of 300 calories and 8-12 grams of protein each day of school for a minimum of 200 days.”

    This interim order made the mid-day meal a legal entitlement of every child in India attending a government or government-aided primary school and is today the largest school feeding programme in the world reaching out to approximately 12 crore children who  were provided hot cooked meals in 1.4 million schools in the country. 

    We know the ground reality how poorly mid day meal is prepared and served to the children in schools mostly coming from the marginalized sections. Insufficient quantity, low quality with lack of nutrition, contaminated food and prepared in unhygienic conditions with the bad infrastructure are the facts reported by several studies, audits and reports appeared time to time from across the country.

    In the above context, we are holding a meeting on 31st July, 2013 (Wednesday) at Council for Social Development (CSD, 53, Sangha Rachna, Lodhi Estate) from 2.30pm to 5pm to discuss the issue in detail and to come up with the action plan. We will also share a report from Bihar.

    All are requested to join this meeting. A line of confirmation would be appreciated.
