      The Chairperson,

      OHRC, Bhubaneswar

In the Petition of : Police atrocity upon democratic teachers movement by Bhubaneswar Commissionrate Police & DCP on 22.2.13

      Respected Sir,

I want draw the attention of honorable commission about the water throwing upon democratic teachers movement as reported in daily news paper “The Sambad” in its 23.2.13 Bhubaneswar edition. It is alleged that Bhubaneswar Commisionarate police under the leadership of DCP Mr.Nitinjit Singh has inhumanly attacked by throwing water from Fire Brigade vehicle to disperse the college teachers who were demonstrated in Lower PMG sq. of Bhubaneswar to put forth their justified demands before State Government on 22.2.13. It is also reported that the Fire Brigade staffs were disagreed to throw the water because there was ordered only for fire extinguish not throw upon the demonstrated people but DCP Mr. Singh hackled them and forced them to disperse the demonstrators. D C P himself lathi charged upon the ladies and gents mercilessly. The incident was created a war like situation for some time at the spot as eye witness by the journalists and common people. Mr.Singh is a habitual violator of human rights as since his joining as DCP, Bhubaneswar. It is alleged against him that previously he had beaten two home guards, thrown away the eggs and articles of poor road side venders at Indradhanu Market area and misbehaved so many times to the people during democratic movement.

It is violation of human rights, inhuman ill treatment to the citizen of this country, violation of freedom of expression and right to put forth the demands of the citizen before the government.

      APPEAL

I pray before the honorable Commission to make appropriate inquiry of the incident and recommend the State government to take immediate action about it. Honorable Commission may kindly be directed the State Government of Odisha to take appropriate steps to stop these in human, undemocratic and lethal action by the police.

      With warm regards
