      Team points out failure of ICDS in Malkanagiri

      A fact-finding team that visited Malkanagiri district, where many children reportedly died of Japanese encephalitis recently, said Integrated Child Development Services in the district had failed to deliver its desired goal.

      “The ICDS programme is undertaken with a mandate to provide nutritious food to children and to check IMR and MMR in the district. It has a package of services like immunization, referral, feeding, pre-school education and free health services for the children (0-6 years) and lactating and pregnant women. But the programme has been utterly mismanaged,” alleged Pradip Pradhan, State Convener Right to Food Campaign Odisha.

      Mr. Pradhan said casual visit of Anganwadi Workers (AWW) in the centre and their long absence has made the centre non-functional in most of the villages and deprived the children of food.

      “Many AWCs do not have own buildings and are still running in rented house. In Potrel village, newly-constructed AWC is closed for two years. Many of the centres are in a bad shape and not child-friendly,” he pointed out.

      At a press conference held here on Wednesday, the team displayed inferior quality of Chhatua (ration), a food item prepared out of wheat, groundnut, sugar and Buta dal with proportional quantity for the distribution among the children (7 months to 3 years), malnourished children, pregnant and lactating women through the Anganwadi centres.

      According to fact-finding report, as per new ICDS guideline prepared by State government, women SHGs would be entrusted preparation of Chhatua. But in Malkanagiri handing over responsibility for preparation and distribution of Chhatua to women SHGs started from the month of October, 2012, it said.

      “The delay in handing over the responsibility to women SHGs is attributed to lack of capacity of SHGs to manage the business and the administration could not get effective group to handle such business. But it was found that women SHGs entrusted with the responsibility of preparing Chhatua are not managing it. Rather some traders and NGOs in the name of women SHGs are managing Chhatua business in the district,” said Pradipta Nayak, member State Monitoring Committee on Mid Day Meal programme.

      Mr. Tripathy alleged during team’s visit it was found that the children were consuming less quantity of MDM in the schools.

      Tapan Mohapatra, a child rights activist, who was part of the team, said Japanese encephalitis claimed 38 children in the last three months. But government succour was missing in high number of deaths, he said.

      The team recommended total revamp of ICDS programme in the State. Distribution of Chhatua should be properly monitored and stern action must be taken against the concerned agencies in case of any allegation of corruption and irregularities against them, it said.

        It is very easy & simple to criticize the government programmes. The functions mentioned by author lack understanding of the programme.
        He notes that ICDS  package of services includes immunization, referral, feeding, pre-school education and free health services for the children (0-6 years) and lactating and pregnant women. He believes a middle standard pass lady will do all this. Then there is no need of ANM, LHV & MOs. Sir she is not capable of doing any health services on her own. These kind of comments demotivates the good workers which this fact finding team does not realise. What is the solution offered by this team will be more informative & useful than simply sensitizing. I am at loss to know who has given the right to sensitize this kind of issues for jounalistic purpose for this team. It appears the motive was not solving the issue but to gain publicity. I feel pity on the committee having poor practical knowledge on the subject.

         Had the committee brought out any social issues? I believe this kind of visit with halicopter view will not bring out the real cause but for sensitizing & giving masala to media.

          I do not know what  background do you have  and vice versa.  In your write-up you have raised  only one issue i.e., "He believes a middle standard pass lady will do all this. Then there is no need of ANM, LHV & MOs. Sir she is not capable of doing any health services on her own." This interpretation is wrong.  Please go through the report once again. It has been clearly  mentioned in our recommendation part   that
          d. 
          Anganwadi workers  should be provided  rigorous training  to  develop their capacity  to manage the centre. The ineffective workers  should be replaced with more educated and qualified  women.Raising one issue you have concluded that  the report  is for journalistic purpose. This  is totally baseless statement  and shows abnormality of mind.    I request you  to come out  raising point-wise uses. So that I will be happy to respond. Hope to get more response from you.

            I fully agree with the allegations raised by the activists. When many of our well paid government officials are in competition to take their share from different programmes meant for poor, like the starving people , the behaviour of poor Anganwadi workers and her bosses will not be different. One  enthusiastic young man, working in NRHM project, was sharing his experience with me. He said, even the CDMO ( Chief District Medical Officer) ensured that his(CDMO's) share remained intact while approving/passing any bills/expenditure, let alone the lower level staff who are struggling to make some extra bucks every moment they have an opportunity. So, swindling public resource is endemic amongst many  people who are very much part of our society, family and friend circle. 

            Therefore, the  activists have not brought out any new thing ! Can they take up the issue at a very micro level , mobilise the community, make strategy in one village to do something to prove that pilferage and leakage can be prevented and the erring officials can be brought to the task ? This is what people look forward to see from the activists. By saying this I do not mean to say that activisms should not be there, but sustained action and best practices will be more powerful tools to influence   a community  and society.
