Please turn OFF Configure / Beacon / Compressed and turn ON both
Configure / Beacon / Timestamp and HHMMSS. This wil put a to-the-second
timestamp in your beacon text. It appears that either the SR3DPN,
SR3WNY or SR6NDZ stations are introducing a total of more than a 30
second delay in the delivery of the beacons. By doing the above beacon
format changes, we'll be able to tell EXACTLY which packet is which in
      the raw logs.

APRSISCE/32 transmits simultaneously on both APRS-IS and KISS if both
are enabled. There is no delay between those two transmissions except
what is introduced by getting onto the RF channel.
