      My long term goal is that every constant in the program will be
      adjustable, but that goal is way way off in the distant future for some
      things that just probably don't lend themselves to being changed.

      For instance, the 30 minutes and 2 used hops for "recently" "local" with
      respect to message gating from -IS to RF will become configurable in the
      upcoming visitation of the RF port support, digipeating, and -IS to RF
      IGating.

      My desire with the Capabilities packet is to buffer and graph it
      whenever I work on a graphing module for both telemetry and weather.
      By the time I get there, it will make sense to make the generation of
      Capabilities packets user settable, but probably not before as I'm not
      aware of anything out there in APRS-land that currently uses the
      information contained within them on a routine basis.
