      It appears that you're using the default KISS port commands which were
      designed for Kenwood radios. When it gets down to the KISS ON command,
      the TNC ignores it. The RESTART also has no effect, so the TNC is NOT
      going into KISS mode.

      If you can lock the TNC into KISS mode, then do so and change the
      <Open/CloseCmd>s for your radio port to ~!!0 as described at
      http://aprsisce.wikidot.com/tt4-via-kiss

      Or, if you know the proper command to put the KAM Plus into KISS mode,
      edit the APRSIS32.XML (http://aprsisce.wikidot.com/tt4-via-kiss) file
      and change the KISS ON and RESTART commands to whatever is necessary.
