      What TNC?

      What kind of radio?

      What type of radio port?

      What connection from APRSISCE/32 to the radio?

      Have you looked at Enables / View Logs / <YourPortName>, enabled it, and
      then watched it while disabling and enabling the RF Port? I suspect
      your <Open/CloseCmd>s aren't configured properly or the radio/TNC isn't
      in the proper mode when starting APRSISCE/32 or enabling the port.
