      Do you have 'Quiet Time' set to a non-zero value?

      The KISS port should only be an issue if the port is closedd, not necessarily with RF->IS or IS->RF setting changes.

      Simple(KISS) - you must put (LOCK) the KPC-3 in KISS mode before starting APRSISce/32.

      Are you using a Simply(KISS) or KISS port type? If the latter,
      APRSISCE/32's default <CloseCmd>s will take the KPC-3 out of KISS mode.
      You want a Simply(KISS) type port for any TNC that is locked into KISS.
