North, even if the value of the position 3,2 is higher than the one in 2,1. The
best move in 3,1 is, nevertheless, West. The reason is that trying moving North
could lead the agent to position 4,1 with probability 0.1. But moving West makes
impossible to land in 4,1, and possible to go to 3,2 too.
