      When people don't know that Artai conspired with Schwarz (other than
      the people who were at the scene, and are not able to get word out, at
      this point, that Artai conspired with Schwarz), that is when it is not
      a violation of international law. Where they are concerned, Schwarz
      attacked Windbloom and Garderobe. Artai stepped in, forced Schwarz
      out, and is "protecting" Windbloom from further attack. Add in that
      the people of Windbloom are seeming to accept Nagi's rule over them in
      preference to Mashiro's, and it's looking like Artai is stepping in to
      protect Windbloom and keep the peace, not as if they've overthrown the
      government. You know, Nagi had to destroy Windbloom to save, don't
      you? ~_^
