blocks (Antenna House provides an extension for doing it in blocks).
The only general way to do it would be with a page background or an
absolutely-positioned block-container (i.e., in one of the edge regions
where the edge region's extent occupies the entire page) with a graphic.
SVG would be the easiest and most efficient way to do it (that is, it's
trivial to draw a single line in SVG markup and it would take less
storage than a bitmap of the same line and would not have any resolution
