      Because tables are block-level constructs and the allocation area for a
      block-level construct is as wide as its parent area ... so two successive
      block-level constructs are adjacent in the block-progression direction and
      you want them adjacent in the inline-progression direction.

      To accomplish what you need, use a list construct with one table in the
      list item label and the other table in the list item body, or nest your two
      tables as two cells in a surrounding table. In both these cases you are
      introducing new parent areas that are beside each other in the
      inline-progression direction and then putting your tables inside of these.
