      What is giving you the "1" in your example above? Perhaps the chapter
      number? I'm assuming then the first two figures in chapter 2 would be
      "Figure 2.1" and "Figure 2.2".

      If so, then you would need:

      <xsl:number count="chapter"/>
      <xsl:number count="figure" level="any" from="chapter"/>

      The earlier suggestion of using level="multiple" only works when all of the
      items being counted are siblings of like kind, which is not true in your
      case because you state the figures and tables are sparse.
