      Without extensions, this is not possible using XSL-FO directly. However,
      you might be able to do it if you are printing to PostScript simply by
      setting your print to produce 2-up pages and then distilling that. If
      you are producing PDF directly, you are limited to whatever
      functionality the direct PDF generator provides.

      Or you can use any number of PDF post-processing tools to create a
      two-up page PDF.
