      Not in XSL-FO 1.0 because the footnote reference area is defined to be the
      width of the body region. Page columns are defined for the main reference
      area that lives between the footnote reference area and the before float
      reference area.

      Note that not all vendors have chosen to implement it this way. The
      RenderX implementation will give you column-wide footnotes.
