      By specifying them "higher up" in the instance tree ... you could put them
      on the <root> for influence over the entire document, or if you just want
      the influence on the page content, put them on the <page-sequence>.

      Sounds like an implementation problem. Check fop-user@... for
      FOP-specific user questions.
